Adobe Photoshop
I use Adobe Photoshop to create my unique web site template. Some of my co-worker uses Adobe Fireworks. Adobe Fireworks is also a great tool, but I still prefer Photoshop. It is what I am used to.
Adobe Dreamweaver
I use Adobe Dreamweaver to help convert or integrate my PSD designs to HTML. Dreamweaver is doing a great job on code hinting and code coloring. A lot of people suggest a lot of authoring tools but Dreamweaver still make my work easy, or I am too lazy learning other web authoring tools.
Nattyware’s Pixie
I use Pixie to get the color hex value of an image. I know you can use I drop tool on Photoshop but this speeds things for me, grabbing colors on my screen. All you to do is press CTRL + ALT + C to get the hex value of a color on screen. You can download it on http://www.nattyware.com/pixie.html for free.

Web Developer Firefox plug-in
Web Developer Firefox plug-in is the most used web developing tool. It’s an all in one tool that most web designers I know use this tool, it validates your XHTML and CSS, Outline html tags like tables, links and more.
IE Debugging tools
Tredosoft’s Multi IE
DebugBar’s IE Tester
Before I use Tredosoft’s Multi IE, but now I use DebugBar’s IE Tester. With Tredosoft you would have to open each IE versions on a single window. Tredosoft’s Multi IE consumes more space on my taskbar, DebugBar on the other hand runs on tab style so it is easy for me to switch IE versions in one window. IE cross browsing would slow things when converting designs to HTML and CSS, but if you know the do’s and don’t and how IE behaves it would be a no sweat. Tredosoft’s Multi IE and DebugBar’s IE Tester is a freeware so get it now.
Dual Monitors
I use dual LCD monitors with different resolutions. My 22 inches runs 1280 x 1024 and my 17 inches runs 1024 x 768, so while designing the template I view my Photoshop on my 1280 x 1024 to get a bigger view of my design. I use my 1024 x 768 on directory views and etc. While I integrate my design to HTML and CSS I use my 1024 x 768 as the code view where I place my Dreamweaver so I would have the browsers on a high resolution screen. This is not necessary but it made me work faster and more accurate with my designs, I could get a preview on high resolution monitors. I read it somewhere around blogs that high resolution monitory are rising up but a lot of monitors are still on 1024 x 768.

Color scheming!!!! this solves your problem in color scheming this is the best tool for starters who does not have the confidence on the colors they are using.
